The new city will be developed as an 'eco city', utilising both contemporary technology and traditional Chinese methods of soil and water conservation to minimise environmental impact

The design concept embodied four key principles that relate to its place: site-wide environmental strategy, interpretation of the natural wetland systems, site connectivity and community development. In the public domain, the east-west streets feature median wetlands that facilitate the water management system

Many of the project's innovations have now become normal practice, such as the preparation of the park's activity based programs in tandem with its physical design. Also, by leaving many spaces unplanned, opportunity has been provided for future generations to explore their ambitions on the site

The design team balanced key functional requirements for security, communication, accessibility and clarity with symbolic requirements to physically express Australian culture and values – our belief in an optimistic future, the value of honesty, fairness and a hard day's work

An underlying approach to the design has been to acknowledge the historical layers of the site so that the new works become part of the ongoing narrative of the library, thereby maintaining the integrity of the original design, and ensuring continued enjoyment by future generations
